Just got back from the Sydney Supanova Pop Culture expo. Grant Imahara from Mythbusters was there giving a talk followed by a Q&A session. On their moon hoax special he did an experiment in which he swung a flag pole around in a vacuum chamber to make the flag wave. Upon which the narrator said, and I quote: "So unless someone can find a shot of the flag without an astronaut manipulating the flag pole, it's Mythbusters." Just that happened in the Apollo 15 footage: David Scott ran past the flag and it waved. I had that very clip saved to my Surface Pro, and for obvious reasons felt compelled to bring it to Imahara's attention.

The Apollo Lunar Surface Journal has a whole section about this anomalous flag ceremony. In that section, Eric Jones lists six "explanations" that his journal contributors have offered: "(1) Dave could have brushed against the flag with his left arm as he went by; (2) he could have kicked some dirt with his boot that hit the bottom of the flag; (3) he could have pushed a mound of soil sideways with his boot that pushed against the flagstaff ; (4) the impact of his boots on the ground as he ran past could have shaken the flagstaff; (5) he might have been carrying a static charge which attracted the flag material; (6) the flag could have been disturbed by emissions from the backpack."
Jones then goes on to rule out suggestions 1 to 5 for various reasons. I myself have also explained why these ideas are wrong in previous videos. Jones then concludes that he somewhat favors suggestion 6: "The estimated PLSS locations makes it possible that Dave's elbow could have touched the flag; but just barely, if at all." This is debunked by the simple fact that the initial movement was a moment before Scott approaches the flag. This initial movement rules out the idea that it moved from physical contact. The initial movement was also away from Scott. Not towards him, as would have been the case if static electricity really was involved. This is consistent with Scott pushing air into the flag as he approached it.
